中华矽智网SIPMall隶属于IPCC。IPCC则是东莞松山湖科技产业园区与秉亮科技（苏州）有限公司合作成立的政府主导性质的集成电路产业服务平台。IPCC依托亚洲最大IC设计服务暨硅知识产权(Silicon IP)研发公司—（台湾）智原科技股份有限公司的管理团队,以打造国内第一个高级IC设计与IP复用技术服务中心为目标，帮助芯片设计公司缩短开发周期，完成系统级芯片SoC（System on a Chip ）的研制，让IC产品能够快速量产销售，创造利润的最大化。
